The Office of Supreme Court Counsel was created by the Court in 2005 with the hiring of the Court’s first staff attorney. Since 2019, the office has consisted of a team of five attorneys and three appellate paralegals. The office is currently supervised by the Court’s Chief Appellate Counsel, Neil R. Bell, who has served in that position since 2021.

The primary responsibility of the office is to assist the Court with its casework and adjudicative responsibilities. Staff attorneys provide legal recommendations, research, and writing assistance to the Court and to individual Justices upon request. Appellate paralegals ensure the technical accuracy and consistency of the Court’s written dispositions, including published opinions and nonprecedential decisions and dispositional orders.
